Could this be used to kill hornets feeding on sap draining at the base of a tree?

Maybe but not recommended. If you have hornets feeding on sap, they’ll be very focused on what they “expect” find when they visit. This means they’ll likely not notice the gel. And to be clear, this gel is for roaches and ants. True, insects that feed on it would probably be affected but it won’t universally attract any insect and its not likely they’ll be drawn to it because of the sap being there and why they’re visiting.
Now if these hornets are becoming hazardous, you could spray the tree bark with a none repelling mixture of something like Prothor. Commonly used on trees as a systemic to provide protection from insects that eat it (like aphids or whiteflies), once the Prothor gets into the sap of the tree, anything that’s eating the sap would be affected (at least any insect – no mammals).
